Ahhhh I misunderstood the term. I always thought "Open Ref" meant that the battle needed a ref and that "Closed Ref" meant that one had been found. Thanks!

If the battle is an Open Ref, then any Ref can referee it.
If it is a Closed Ref, then only the specified Ref can referee it.

Also are battles limited to one ref or can more than one post to progress a battle?
