This is a long process, so listen good.

Ok, you need to go to www.pokemon-gl (I presume you already did this), and you have to have sent a Pokemon to dream through the Game Sync feature (I presume you did this, too). After you've sent the Pokemon to the Dream World, save and go back to the main screen. On the startup menu, click the option that says ゲームシンクせってい (If your computer can't read Japanese, then it's the option right above Wi-fi connection). Once you hit that, you'll get a code. Remember this code to login to the Global Link.

Once you're done with that, go here: http://www.pokemon-gl.com/html/ja/about_entry.html
Click the check box at the bottom, and click the thing right below it. After that, you'll have to put what you want your nickname, password, email, etc. to be. (Don't worry about the part that asks you in what prefecture you live in; you can put anything). You also need your Game ID for this part. After you've done all that, go to the email you gave them, and there will be an email from the Global Link. Go to one of the links provided, and enter the code and your password, and you'll be logged in!

After that, fiddle around with your user profile. If you already sent a Pokemon to the Dream World, it won't be accessible until the day or two afterwords. Once the Dream World becomes accessible, you can enter!

Honestly, I don't feel like continuing. I had such a good turn out and eagerness for the contest... and it's been wittled down to almost a burden to continue. It just don't feel worth it anymore.
