The number of gyms was reduced to ten because of the total inactivity of many gym leaders. It's never going to increase to 17 again, but there's a slight chance of actually reducing them later on (if required).

Regarding your team, I can't judge until I battle it. If you have PO, then we can test it and see.

You have this problem of having mix moves on a Pokemon. Alakazam, for example, is a special sweeper. It is better to get special moves not physical ones. I advice you to go to www.smogon.com and read the articles tere. You can create amazing sets from there.
