They do. Someone down at smogon ran an IV calculator on her pokemons stats and there all at 31. Which is near impossible. Theres an incredibly INCREDIBLY slim chance for that too happen even with IV breeding.

My cousin has an AR and stole her Pokemon, and I did some calculations on various IV Calculators. They really are perfect.

Cynthia has been the hardest champion in any game for me. The only exception is my latest play-through of Platinum, where my well-planned team made beating her surprisingly easy.

Bottom Line: Game Freak programmed Cynthia to be epic and a hard champion, so they gave her perfect IVs to challenge you. You might never get them like Cynthia, but that's why she has them. And if you really want them, just train harder. It helps.

You can't train for IVs sadly. IV points are distributed at random ranging from 1 to 31. You can manipulate it via breeding, but even at that, the chances of getting 31 in all stats is RIDICULOUSLY slim. ;~; Like impossible even.

However, now with HG/SS you can use the Power items to transfer IVs through breeding. 31 IVs on every stat is still ridiculously rare, but at least now it's 1/3 easier.

If Cynthia's Spirtomb had wonder guard, she would be removed as the leader of the Sinnoh region, maybe even arrested for breaking the physics of the Pokemon world.

She haxs, puts perfect IV's in, gets spirtomb, becomes leader.

Don't all Battle Frontier Brains have perfect IVs in their Pokemon's stats as well? I remember there being a blurb that said that Pokemon used by Brains/Elite 4 members had perfect IVs.

And I don't think Cynthia goes underground that much....

EDIT: A side note. If Cynthia did breed for Iv's (if Cynthia was a real life trainer), it would be this:
Since the IV's are randomly assigned, that would mean Cynthia has a 1 to 32 chance of getting 31 on any IV (because of 0).
That would mean to get perfect IV's, she would have a 1 in 1,073,741,824 chance of a Pokemon getting perfect IV's. (X to the power of Y; X= the number of possiblities for that digit, Y=how many digits there are. So it would be 32^6.)
Now times that by 6 for the rest of her team and you get 1 in 6,442,450,944 chance of all of her Pokemon having perfect IV's.(32^6 * 6)

If you ask me, that really wouldn't be worth it. And trying to get perfect nature would be hell. (Chance of perfect IV's times the number of natures, which is 25. Which equals out to be 1 in 26,843,545,600.)

Then she probably got her Pokemon coded from Game Freak directly. That's what happened anyways.
