No, just Drizzle+Swift Swift. If you haven't noticed, we are following Smogon's OU rules with one or two additions. This one is listed on Smogon's set of rules and for a good reason.
The Pokémon with Chlorophyll are not OU and are not powerful enough to posses a threat, not to mention that there are few of them. Similarly, those with the ability Sand Rush and are powerful, like Excadler, have been banished to Uber tier, leaving the less powerful ones available.
However, none of the Swift Swimmers are Uber, but when combined with Drizzle, they become extremely strong and almost unstoppable. Therefore, you can still use their abilities but with Rain Dance, or use Drizzle, but without any Swift Swimmer.
