To not make GBA VC wouldn't make any sense, since the 3DS doesn't have a second slot for GBA games. To go that far into the next generation without backwards compatibility for the previous would be a bad move, so if it's not immediate then GBA VC will be released.

I'm betting it'll be like the Wii VC. Some systems and games ready for launch, while others will come in a few months/years. And no, Mag, GBA games don't take that much space. The 3DS comes with a 2 GB SD Card & I've even had GBA and GB games on a 1 GB SD Card in my Wii and it's not that close to filling. It's probably not a space(etc.) issue as much as a not ready yet issue.

Mag, the Wii is backwards compatible with GC games so there wouldn't be a need for GameCube Virtual Console. The 3DS only goes backwards to the DS.
