Top Global Posters Re-Enabled

The top global posters have been re-enabled. They also 100% respect a forum's "do-or-don't count towards post count" setting; previously a blacklist of only specific forums was used, now everything works perfectly (since I finally figured out this bitfield thing ).

Remember, you can access it by going to "Quick Links" and then "Top Posters".

Whoahoa, man! Look at me up there at the top of past day and past week! Of course, if you turn on all forums then I'm not doing quite so well... Also on the Post-Counting forums option I'm missing around 200 posts... Why? D:

The most likely cause is posts were deleted or moved to a non-post counting forum. Your post count doesn't change when this happens. However, if we regenerate post counts, yours may drop about 200.

Do you think we should regenerate the post counts after moving major topics to keep them accurate or never regenerate them?

I think they should be, but I haven't done so just in case there was a lot of backlash.
