Yet another glitch from me.
I found another glitch that's been here for several weeks, I have been unable to leave Pewter City.

If you look lower, there should be a horizontal scroll bar so that you can see the east side of the screen to leave.

Did Lux's suggestion fix help? It's also possible a browser bug for IE6/7, though that is fairly doubtful.
