Pokemon of the week #2 is Phione

Overview (From Smogon):
As a doppelganger of the legendary sea prince Manaphy, Phione doesn't look too horrible at first sight. Sure, it lacks huge stats, but they seem good enough for NU. It doesn't have access to boosting moves, but it can set up Rain Dance for teammates. In fact, the combination of Hydration, Rain Dance, Rest, and U-turn makes Phione seem like the Pokemon best suited for setting up rain. So what went wrong? Its bland typing adds no resistances to dedicated rain teams, and actually compounds the Electric- and Grass-type weaknesses that plague its teammates. For a utility supporter, this is a serious flaw. Competition from other superb rain setters makes it even harder for Phione to stand out. However, at the end of the day, you can laugh at Phione all you want; just have your game face on if you don't want to be washed away by incoming Swift Swim sweepers.

This Phione is mainly for setting up a Swift Swim team, but doubles as a last resort/Toxic staller. Your main strategy is to have as high of a Speed as you can to set up a Rain Dance in your first turn. If Phione goes down, so be it; you have the rest of your Rain team that gets a good 7 turns of double Speed due to the wielding of a Damp Rock.

If you want to pursue a different route, try using Toxic and then Protect for some easy Toxic stalling. Protect can also be used to see what an opponent packs on the first turn, which allows you to recall Phione in case of devastating attacks.

If Phione is the final Pokémon left in your arsenal, or if you're wary of Taunt, there is an attack slotted in. STAB Surf can be used for a guaranteed 95 power. Bolder people can install STAB Brine for either 60 or 120 power, creating an all-or-nothing attack situation.

148 Sp Defense EVs have been given to Phione to give it a chance of surviving at least one Energy Ball or Thunderbolt, but use caution nonetheless. STAB Energy Ball or Thunderbolt will most likely OHKO Phione, so switch out at the first sign of danger. Also, with no Defense coverage, a Wild Charge Eelektross or Leaf Blade Leafeon (or even Gallade!) can and will cut right through Phione, so be extremely wary around anything physical.

Phione @ Leftovers
Bold
Ability: Hydration
EVs: 252 HP/148 Def/ 108 Sp.D
- Hail
- Blizzard
- Toxic
- Protect

This Phione set is made to be a Hail Team Supporter/Toxic Staller. Hail to obviously get Hail up. Blizzard with 100% Accuracy is always killer. Toxic and Protect are obvious for Toxic Stalling. Leftovers is used as Phione's only source of healing. The EVs are made for Phione to be more Defensive because most Hail Teams need Physical Defensive Walls.

Here's my Phione set~

Phione @ Choice Specs
Modest
Hydration
252 SpAtk / 252 Spe / 4 HP
-Surf/Scald
-Ice Beam
-Grass Knot
-Hidden Power [Fire]

This set turns Phione into a powerhouse. Even though Phione's movepool is shallow, it still gets a lot of good attacking moves. Surf/Scald can be interchangable since Surf is more powerful, but Scald also has that chance to burn the target. Ice Beam covers Grass, Flying and Dragon types for the most part. Grass Knot deals with other Water and Ground types. As for the Hidden Power, I think Fire would be a good choice since there are a ton of common Steel types that have a quad weakness to Fire. HP Fire deals with Ice, Steel, Grass, and Bug types.
