Cannot Access Control Panel
I cannot access my control panel, every time I click User CP, I get a pop-up saying "Do you want to save this file, or find a program to open it?" and it asks me to save a file to my computer, I do not want to download anything, I just want to get into my control panel!

Yeah, I've had the same problem. If you go to Quick Links, I think you can get around the problem by going around your User CP without clicking it.
