One important rule you need to add: No moves that do set damage. A pokemon using Dargon Rage can one hit kill anything and Sonicboom is at most a two hit kill.

What about Seismic Toss and Night Shade? They only do 5 damage, and most level 5 Pokemon have about 20 HP. I think these two moves should be allowed, because in standard OU they are allowed, and most Pokemon there don't even have 400 HP. Although I agree, Dragonrage and Sonicboom MUST be banned.

How many Pokemon can even use illegal moves such as those at Level 5?

By illegal I mean things like Explosion/Self-Destruct/setdamage moves.

Also, how many Pokemon can use status infliction moves at that level?

I don't think Eplosion is illegal, since both Pokemon faint. Kind of like a trade-off. A bunch of Pokemon can learn Dragon Rage, because its an egg move for some, and Pokemon that learn it by level-up can have their parents pass it to them. I don't know about Sonicboom, since most Pokemon that learn it don't have a gender and can't breed.

Status infliction moves? TMs are still legal, so moves like Toxic, Thunder Wave, and Will-o-Wisp are still viable.

I threw Explosion/Selfdestruct in there because of the Explosion clause. You know, if both Pokemon are the last two on the field, and one uses Explosion/SelfDestruct, is it a tie? Does the person who used it win/lose?

Oh oops I didn't realize that. With Explosion Clause, if you are down to your last Pokemon and explode, you lose. Even if you killed you oponnent's last Pokemon while exploding, and both sides are left without Pokemon, you still lose. This also applies to Destiny Bond.
