A ROM hack can be a simple as just editing Pokémon sprites and the overworld map with tools, to an entire revamp that makes it seem like an etirely different game.

Theres many tools needed in order to do it. They can all be obtained at whackahack.com but your on your own from there. TRy to read the readme's and see if you can figure out what to do form there.
