Haha well either way Dogs have claws too just not retractable like kitties of course. I guess one could look at it being a dog or cat but I see it as more feline.

Well the official Ken Sugimori artwork for the cute little pokemon never appeared to have claws, but because of it's similar anatomy to a cat then its safe to assume it should have claws like one too perhaps. And I guess that's what the artist had in mind when making this utterly adorable picture.

than that is so cute. I never knew umbreons have claws because i did't see them before.

Haha well I guess Umbreon has those cute little claws on his paws but instead of fighting, he's more or less just enjoying a friendly little flight on top of Lugia's head in that picture. :3
